NOFAs to be released separately not as a SuperNOFA

Tentative release dates:
CoC will be released between May and June
Sections 202/811 between February and April

On December 29, 2008, Housing and Urban Development () released the General Section of the FY2009 NOFAs. Click here to read the full notice. As it has in prior years, this “notice provides prospective applicants for ’s competitive funding with the opportunity to become familiar with the General Section of ’s FY2009 NOFAs, in advance of publication of any FY2009 NOFAs.”

In a dramatic change, “ plans to publish its NOFAs as they are approved for publication and not in a combined SuperNOFA. believes that by making this change, the NOFAs will be available earlier in the fiscal year. To assist applicants in this transformation, is publishing the anticipated schedule for release of ’s FY2009 NOFAs in Appendix A.” Click here to review Appendix A.

provided the following caveat “the information regarding programs and schedules is subject to the availability of appropriations. As receives appropriations, may elect to amend the anticipated dates, estimated funds available, and/or program requirements that may appear in the published NOFAs to reflect ’s FY2009 appropriations act, when enacted by Congress. Any amendment to published NOFAs will be made available to the public through a Federal Register publication and published on Grants.gov.”

encourages all applicants are urged to sign up for Grants.gov’s RSS Feed service to receive any changes to this General Section to ’s FY2009 NOFAs. Information about the RSS Feed Service can be found by clicking here.  Detailed instructions on use of the RSS Feed can be found later in this General Section.

In FY2009, is establishing standardized points for evaluating Logic Models submitted under Rating Factor 5, Achieving Results and Program Evaluation. The Logic Model is a tool that integrates program operations and program accountability. Full details are in the as well as in Appendix B.

COAH extension denied

On December 23, 2008, Department of Community Affairs Commissioner Joseph Doria sent a letter to William Dressel, Executive Director of the New Jersey State League of Municipalities indicating that will not grant a request to extend the December 31 deadline for towns to submit their plans for providing affordable housing.

The full letter, which is available by clicking here, stated that “an across-the-board extension of the deadline would not be consistent with ’s statutory obligations under the Fair Housing Act.” Mr Doria also stated in the letter that “ is committed to continuing to work cooperatively with municipal officials in the planning process, and that cooperation certainly will continue as we move forward.”

Because of the acute need for affordable housing especially for the homeless, the Advocacy Network is pleased with this decision. The Advocacy Network submitted a letter of support of this decision.

The next step will be for the municipalities to work more closely with our members to develop permanent, affordable and for homeless individuals and families.
